What Can We Do About Bears, Dogs & Raccoons? We have received some suggestions related to having Tahoe Donner Association provide garbage bins for people leaving town before the regular pickup day. Some years ago, bins were placed at the maintenance center but, just as what happened at the recycle bins recently, abuse caused the bins to be removed. The disposal company advised us that in cases where the bins are not continually supervised, garbage is just dumped on the ground when the bins are full or behind a fence. We saw this problem with the recycle bins where garbage was not supposed to be dumped in the first place. We also received complaints from residents near the bins about scattered garbage attracting the bears, as well as unsanitary and unsightly conditions. The association was also threatened with a lawsuit regarding these problems. The question each of us should ask ourselves is: "Would I like garbage bins across the street from my home?" We believe the solution to the problem is the use of steel "bear-resistant" garbage houses. Click here to find out which enclosures are approved by Tahoe Donner. *Effective July 1, 1999: Unless an exception is granted by the ASC, garbage can enclosures meeting the requirements of this section are required with all new home construction, significant additions, and garage construction. Such enclosures are also required whenever new garbage can enclosures are being installed, or existing ones are being replaced, at existing homes. Such enclosures may also be required by the ASC where an existing damaged enclosure must be substantially rebuilt, or when complaints have been received or violations noted regarding garbage litter. The garbage can enclosure must be resistant to bears, raccoons and dogs, and of a design approved by the ASC. Information on approved animal-resistant enclosures may be obtained from the ASO, or by clicking here. All enclosures must meet the following criteria: New GCEs may be required to be screened, using screening features such as landscaping, native vegetation, and/or rocks, to reduce the visual impact on view by neighbors and from the street. The minimum requirement is screening half the height of the GCE on the street and adjoining property side(s). Placement should be considered when trying to screen the GCE from view. Owners are reminded that GCEs placed beyond 15 feet from the pavement edge of the roadway may incur a weekly surcharge to be determined by the sanitation company. New GCEs must be installed on the homeowner's property and not in the Town of Truckee right-of-way. If the unit must be installed on a portion of a paved access easement not owned by the installing property owner, the deed on the property on which the installation is to be made must be amended to authorize the installation. Animal-Resistant Garbage Can Enclosures Approved by the Architectural Standards Committee (ASC) for Installation in Tahoe Donner Only specific brown and green colors are approved. The animal resistant Garbage Can Enclosures (GCEs) listed below have met certain minimum requirements as set forth by the Tahoe Donner Association Architectural Standards Committee.
